Nope, although for a while the Debian x.org had the same problem. There is
also something in xorg.conf that allows you to disable/enable keyboard VT
switching--you might check to make sure that is at the proper setting.

It makes sense that only root can force a switch out of the X server. I
suppose you could make a chvt wrapper (or God forbid make chvt setuid root!)
if for some reason you didn't like that behavior.
