The option you may be thinking of is

       Option "DontVTSwitch"  "boolean"
              This disallows the use of the Ctrl+Alt+Fn sequence (where Fn refers to one of the numbered function  keys).
              That  sequence is normally used to switch to another "virtual terminal" on operating systems that have this
              feature.  When this option is enabled, that key sequence has no special meaning and is passed  to  clients.
              Default: off.

I don't have that option turned on. Is there another one, I
wonder? The man page for xorg.conf(5x) contains no other
interesting-seeming options, and my own /etc/X11/xorg.conf
is pretty vanilla.

Why should only root be able to switch out of X? When my
virtual terminals were working, I was always able to do
Ctrl+Alt+F1 to get from X to a console as a regular user.
