This can probably be accomplished by loading the right modules.
Generally, modern linux distributions correctly detect which modules are
needed for USB and/or PS/2 devices, but it sounds like your device is a
bit funky, so you might have to experiment with manually loading the
correct modules. Do a little poking around with the USB and PS/2 mouse
and keyboard modules -- try loading just one or the other or both and see
if you can get the desired behavior.
