No, you understand it incorrectly. The kernel is not involved in
/dev/tcp anymore than it is involved in /dev/stdout or /dev/stdin.
(well, okay, it is involved in all of those things, but not at the layer
you're thinking of). Building with net redirections enabled tells bash
that it can access the relevant subsystems to do the redirections.
There is no new kernel API or anything like that created.
