I believe you'll still need to do mknod to create the device.

/dev/tcp is just another pseudo-device like /dev/stdout, /dev/stdin,
/dev/null, /dev/stderr, /dev/zero, etc..  If you think about it, the
shell manages redirection to and from those devices as well, and needs
to understand what they are.
