Dunno. It does happen, though, and Apache has instructions
on how to get it to stop prompting you for the passphrase:
http://www.modssl.org/docs/2.6/ssl_faq.html#remove-passphrase
It may have been an option at key-generation time to encrypt
the key on disk.
In any case, the fact that this is a possible way for
mod-ssl to run means that the Debian daemon system should be
aware of it and not break it.
