[Linux-disciples] Bwlimit for rsyncd

I'm surprised that rsyncd doesn't feature a bwlimit command
of its own: wouldn't it be really handy to ensure that the
total number of bytes going to all rsync connections stayed
below a certain limit? But a quick scan of the
rsyncd.conf(5) man page suggests that there is no such
option, nor anything analogous to it. Any idea why?
There must be a lower-level application that sticks itself
between, say, all the applications and TCP/IP, which can
constrain bandwidth in various ways (e.g., "all those
applications using sshd must keep below an aggregate
bandwidth of 20 KBps"). Do you guys know of such a thing?
