Any linux tool that can play WMA can play it to a file. It could be
saved and reconverting or piped into an encoder.
mplayer can play most WMA files, so long as they're not DRM. You can use
-ao pcm to write the output to a WAV file; see the manpage and
documentation for more detail about how to set it up as a pipe into,
e.g., lame for encoding.
