the evidence you present seems to support the contention that
distributing flyers does not increase attendance.

i'd suggest bike shops. talk to employees [and even customers] about
how to get more people to show up on rides.

also, people generally will show up to get fed or even for weird
trinkets. but then you have the problem of how to feed people. or how
to distribute trinkets.
