I grew up in Portland.  That is a sidewalk crossing that bridge because it
uses a metal grate for driving surface.  Regardless, the bike lanes in the
city are very generous.  One of the unmentioned gems about the city
transportation system is that just about every bus has can accomdate about
4-5 bikes on a front mounted bike rack so you can transition from one to the
other with not too much fuss.  And, no matter how much they try to talk up
the light rail system in Portland, it really is rarely used.
