I grew up in Portland. That is a sidewalk crossing that bridge because it uses a metal grate for driving surface. Regardless, the bike lanes in the city are very generous. One of the unmentioned gems about the city transportation system is that just about every bus has can accomdate about 4-5 bikes on a front mounted bike rack so you can transition from one to the other with not too much fuss. And, no matter how much they try to talk up the light rail system in Portland, it really is rarely used.
I've bicycled in Portland, and while I'm not certain I was on that particular segment, many of their bike paths/lanes are that wide to accommodate both bicyclists and pedestrians, with markings for where each should (preferably) be if I recall.

Technically, it's a "bike path" because it's not a lane on the
roadway. It looks awfully wide for being just a pedestrian sidewalk.
I wonder if it's like that just to avoid the metal grate bridge
surface or if it continues as a bike path instead of bike lane?
