would it be okay for me to ask what is wrong with wearing bright clothing, and what would be wrong with a bike advocacy organization mentioning that it could be a good idea to wear bright clothing?

in some imaginary sniper's alley somewhere, let's say it is a known fact that the snipers will not shoot at you if you are carrying a white flag.  is it wrong to carry the white flag?  is it wrong to recommend to people that they carry a white flag?
