I pretty much agree with David:

Would a train-whistle have prevented the situation?  The only two scenarios I
can think of
 * he ignored the warning
 * he fell off his bike at the tracks before the gates came down and couldn't
get out of the way

don't demonstrate that a whistle would have helped.


It is a terrible tragedy, but I can't think of a single scenario with this
particular accident where the whistle would have helped.
