Yeah, I don't think there's a centralized reference to answer Jason's question.

There are also now GUIs for just about all of this stuff--I'm pretty sure
the latest Debian/Ubuntu/Etc. lets you do user and group management fairly
elegantly from the Gnome menus, and also handles sudo transparently.

There's nothing wrong generally with editing /etc files or using a command
line tool, but if you are unsure of what you're doing you can generally
operate with more certainty with a GUI.
