[Linux-disciples] Identify a character set

Is there some (preferably Perl) function that will tell me
the character set that a given document is using? I'm
looking for something like Beautiful Soup:
http://www.crummy.com/software/BeautifulSoup/documentation.html#Beautiful%20Soup%20Gives%20You%20Unicode,%20Dammit

I'll look around for Perl methods to do this for a while
longer, then just use Beautiful Soup.
