Oddly, it seems some packages do provide cc alternatives. E.g., TenDRA I
think adds a cc alternative. I may be wrong, but I don't think alternatives
need to be done on a distribution-wide policy level, but rather individual
packages can simply provide alternatives. Clearly in this case it would be
gcc that should provide a cc alternative.
