Right, alternatives is in Ubuntu, but cpan is cross-distro. In fact, I think
cpan is basically also cross-platform. There is no alternatives system in
Windows either.

So for it to work in Debian, Ubuntu, and other alternatives supporting
distros, they would have to have distro- and platform-specific patches for
cpan. Probably doesn't make a lot of sense.
