But it is in Ubuntu.

It's probably historical.  It used to be that the vendor compiler was
called 'cc' and the GNU compiler was always 'gcc'.  Since gcc was often
better, all programs adapted to being able to use gcc to compile with,
and the environmental variable was the chosen way to do it
