I think it's probably required by policy. Major lib version changes can
break a lot of stuff. E.g., libc5->libc6. What you really want is
something that can figure out whether or not it's an important library,
which the system isn't really set up to do.
Usually there's a good reason why we have a totally new package rather
than a new major version of an old package, and it's best not to tinker
with the machinery of death.
