Good plan. Though if VERBOSE is turned on -- as it is now --
that's going to make the bootup awfully confusing:
DHCPREQUESTs will be interspersed with the rest of the
daemons' messages. Ordinarily I just Ctrl+C when I know that
I don't have a network connection.

I have both my interfaces -- wired and wireless -- set to
initialize when I boot, but what I'd really like to do is
some kind of XOR: eth1 (wired) initializes if and only if
eth0 doesn't. Does anyone know of a way to make that happen?

One of the packages that someone mentioned on here a few
months ago had some promise: it allowed me to set boot
profiles, for instance 'no network' or 'wireless'. But it
didn't interact well with resolvconf, and I ended up
uninstalling it.
