Looking around a little, I see that some scripts mount /proc if it's not
mounted already, but the scripts that mount it "officially" seem to be
'udev' (run almost first thing: priority 4 in rcS) and 'mountvirtfs'
(even earlier: priority 2). So you just need to run it after that.
There are various attempts for a more flexible boot system, but the
transition is a hard problem.
