[Linux-disciples] Where to put startup instructions

I'm following along here:
http://forums.gentoo.org/viewtopic-t-186001-highlight-qemu+howto.html

and I see this bit:

"Note: If you are using kernel 2.6 (or you're using a
distribution like Fedora Core 2 or Mandrake 10), you'll need
to setup your to have 1024Hz timer. To do that, do (as
root):

echo 1024 > /proc/sys/dev/rtc/max-user-freq

(You can add this line to your /etc/rc.d/rc.local so each
time your Linux boot, it will be done automatically)"

/etc/rc.d is a Red Hat thing. Under Debian, what's the
recommended place to put that instruction?
