After endless frustration, it turned out that lockd wasn't
running. I thought lockd was supposed to run automatically.
Anyway, once it started, everything worked fine.

I need to understand Linux at that level of detail: when
lockd fails, what happens? I should dig more thoroughly into
an NFS book.
