The monitor should always turn off when it's closed. That's generally a
hardware thing.
The hard drive won't shut down if there is hard drive activity. You can
use noflushd to spin down the hard drive when there is no activity,
regardless of open or closed status. Last I checked, the kernel didn't
have the proper hooks for noflushd to talk to ext3, so the periodic
journaling limited the effectivenes of the system. That may have been
fixed more recently.
There is a gnome power management applet, but I don't think it has the
fine tuning you're looking for.
A lot of the power management should be automatic with the combination of
the hardware, BIOS, and acpi(d). You can set some settings in
/proc/acpi, and there may be some applications, either graphical or not
that give you a frontend into the /proc/acpi settings.
