I think the 'canonical' answer is to use debootstrap, but
I've not dug too deeply into that.

It's probably also worth noting that all of this mailman
hoo-ha will be happening under FreeBSD, not Linux, which
complicates things maybe a bit more. Though I assume there's
some homeomorphism between bootstrapping in Debian and doing
so under FreeBSD.
