You might be able to do something similar with sudo configuration. For
example, you can allow users to run certain commands as root with sudo
with no password, but require a password for other commands, or bar
certain commands from being run by certain users at all with sudo.
I think the only way to really accomplish what you want would be a
little apt-get wrapper.
