The final shell script I came up with is here:

and is included in ~/.muttrc, of course, with
source '~/bin/gpg_get_keys.sh|'
It's kinda silly that mutt has to be hacked this way to make
it do something that it ought to be able to do by default.
But it's cool that it's possible to do so.
