It'll create a usr directory underneath wherever you unpack
it. So unpack it someplace convenient, like ~/temp/ , then
go into ~/temp/usr/ and copy all the files out of there into
their proper locations. So, e.g., ~/temp/usr/sbin/foo will
get copied into /usr/sbin/ .

Come to think of it, I'm not sure whether this dpkg tarball
will mess you up even more; I'm running unstable dpkg, and
I'm not sure what you have on your end. If I were you, I
might want to hear from the folks on this list who are wiser
than I am.
