Very, very bad...  This is what it should be:

-rwxr-xr-x    1 root     root        14021 Mar 11 06:30 /usr/sbin/install-info

I suspect you have disk corruption.  Have you rebooted recently?  You
should do an fsck.

You should not remove dpkg.  Instead, run

apt-get install --reinstall dpkg

(if dpkg will run at all, that is)
