At this level, efficiency is practically a non-issue.  Even if you ran
the cronjob every minute, I expect you wouldn't be able to measure a
performance hit. You could run it as nice just to make sure.

It seems like you want some sort of triggers to be built into the
filesystem itself--I can't think of any other way to have this completely
generalized. And that functionality is just not there...
