Just to clarify a theory issue here: privoxy has no idea whether you're
connecting as root or as yourself when you go through the web-based
interface.  Instead of making a request to the site you want (say,
cnn.com), the web browser's requests are sent through the privoxy daemon
running on your localhost; the privoxy daemon only sees an HTTP request,
but does not know who you are logged in as.

Steve was recently proposing that there should be a .privoxyrc file in
your home directory for user-specific privoxy config (rather than
sitewide); this is not possible for the same reason. Privoxy sees you as
"web request" not as a specific user. It can distinguish between
connections coming in locally and from other hosts, but that's the limit
of it.
