I can't answer the specifics, but ACPI is part of the BIOS; it's the
newer replacement for APM that modern laptops use. There is kernel
support, but people grumble about it, since apparently it involves a
fairly sizeable interpreter for the ACPI language. And the support is
still flakey.
swsusp (software suspend), on the other hand, has nothing to do with the
BIOS; the kernel just pages everything out to a special partition on the
disk, arranges to load everything back when it reboots, and turns itself
off. It's reputed (by Adam, in particular) to be reliable in the 2.6
series. I don't know about the two forks, however.
