Why not do both?  You might notice that this is the way automobile laws are
drafted - there are drunk driving laws, speeding cameras to actually make
people slow down, and tickets and fines and there are also laws about seat
belt use and child seat use and the type of glass that can be used in
automobile windows and tickets and fines for that.  The seat belt use
prevents precisely zero accidents.  It does, however, save lives.

And it also has to be noted that where a cyclist isn't wearing a helmet and
a person in a car isn't wearing a seat belt, public sympathy for any injury,
including death, they may incur goes right down.  Why?  Becaues there was
something easy and cheap for them to do that they didn't bother.  And that's
the case even when the helmet or the seat belt might have saved them.
