There is a bike path that follows I-89 from Concord north to Hanover and I never see anyone on it except ski-doos in the winter.
 
What's lacking is a way to ride to the north shore.  When I lived in Winthrop I would have loved a harbor crossing.

no, but those infernal skaters probably would use it....  
and it would be a lousy ride anyway sucking down exhaust and noise in rush hour.
(there are stretches across the country where riding on the interstate is permitted since there are no frontage or alternate routes: direct route, nice highway grades for hills, and a wide bike lane/breakdown lane...but not pleasant) 
given a choice (where there is none):  put the money into creating space on local roads


If there was a bike lane in the median strip on 128 with ramps up to the cross roads, would it get used?

Simply riding past all the slow traffic during the commuting hours would be awesome!
