just in the past few days, we like to imagine in response at least in part to clamor from bicyclists from every range of the spectrum, including weekend recreational trail riders -- but also including a couple of people with the words "committee" and "chair" and "federation" after their names --, a prosecutor in Kansas City decided to charge negligent homicide in the death of two cyclists, even though the weight of the evidence might go only to inattention.  this is progress, even if the case is pleaded out or a jury will not convict.
