Nashbar has 700c no-name studded tires for $29/each; Peter White Cycles
has badass Hakkas for $52 each. I've also heard folks swear by regular
old cyclecross tires for winter riding. Last year I rode straight 700c x
28s and only dumped it once; I have no idea how the cool kids who ride for
money seem to do so during the winter so effortlessly.

As to braking: if you don't ride fixed, here's yet another opportunity to
get the religion (no crapped-up pads or frozen cables to worry about).

Other than that, not much different from riding in bad weather at other
times of the year (fender and rain pants or a change of clothes are your
friend). Almost forgot: ski goggles are immensely helpful when the
wind-driven ice is trying to poke your eyes out.
