[SBC] Willow Ave Bike Lanes

I took some photos of the new Willow Ave bike lanes today.  They look great!

Two things I think we should make sure happens:
- Skip striping prior to intersections (it looks like they remembered at 
the last second)
- Directional arrows above the bicycle stencil to reduce wrong-way 
riding in the bike lane
