[SBC] New cycle track design in NYC

Check out this new cycle track design that NYC DOT has come up with.  It
reduced the right hook risk by creating a "mixing zone" at
intersections, similar to how our dashed bike lanes encourage motorists
to merge over the bike lane before turning right.  In this case,
sharrows are used in the zone instead.
