[SBC] Somerville Ave at Beacon St

Attached is a proposal that I just came up with for Somerville Ave at 
Beacon St.  This keeps the bike lanes continuous on both Somerville Ave 
and Beacon St, provides turn lanes for common turn movements, and 
reducing turning conflict by putting the bike lane to the left of right 
turn only lanes.  Please let me know what you think about this, good and 
bad.  I'd be happy to tweak it.
