[SBC] Route 28 Fellsway to Wellington undercarriage

Two comments on the fine presentation and preliminary design:

1. I also think there should be stairs directly down from the bridge to the new
path connections.

2. Can't this project include a paved path along the river away from the road
(as evident in the attached photo of an unofficial path?). The Mystic River to
the south is designed such. I believe the present conceptual design only has
the path going to the street sidewalk (also an unofficial path seen on the
attached photo).

PS1: I wonder about the bad maintenance that residents were talking about. It
looks nice enough to me in this photo.
