[SBC] action list spreadsheet

Attached is a first stab at keeping a spreadsheet of tasks we've discussed or
agreed to do. It's not at all complete.

Please review for structure and usebility.

We can then add to it after each meeting and refer to remind us what to do over
the next month when it would be updated again.
