I thought it was the other way around?   Dawn to dusk during "longer  
days" (daylight saving time), and fixed hours during standard time.    
I thought the fixed hours were longer than 9-5, though.   9-5 isn't  
even suitable for commuter use.

> 8.  Counter-flow Lanes – Ron suggested counter-flow lanes along  
> Gilman (to Walnut) and Vernon (from Central to Sycamore)

actually Gilman (between Walnut and Cross streets) and Pembroke (from  
Sycamore to Central0.  I proposed "one-way except bicycles" signage,  
NOT contra-flow lanes.
