When it comes to safety, there's no such thing as a *minor* issue. All it takes is one head-on collision.
Turnover has nothing to do with it. The driver parked behind a row of vehicles on the left-hand side of a one way street cannot see a cyclist approaching in a contra-flow lane that is striped against those vehicles.
