Ah hah. That definitely explains it.

I'm not sure how/when that default changed. I don't see it on any of the
other systems I admin.

Do you know offhand how to permanently change the default ulimit?  It
appears to be a bash internal rather than an executable , so I don't see
how to do it even as a sudo command. =20
