[Linux-disciples] wget no-parent argument

I'm downloading a site for work using wget, and it doesn't seem
to be listening to the no-parent argument. Thinking that maybe
this was a problem with long options (i.e., '--optionName')
coming over to DOS improperly, I tried also the short form of
'no-parent' ('-np') and the .wgetrc form. Neither seems to work.
Wget is still downloading directories above
'foo.com/whatsnew/press/2000', when my wgetrc contains
'no_parent = on'.
Any idea why this would happen?

in domestic and foreign policy are starting to puzzle clever
economists. These, after all, are people who by temperament and
training will bend over backwards till their spines snap before
saying the words, `Yeah, I guess you'd have to say that was
pretty irrational.'''
