[Linux-disciples] mount: only root can do that

On my RedHat system, I am trying to mount my ZIP drive using the command:

mount -t vfat /dev/sda4 /mnt/zip

..as a normal user and keep getting the message:

mount: only root can do that

I am able to mount as root. I did a little research and it seems to
be commonly agreed that you will receive this message if you don't have a
line for the device in /etc/fstab and the "user" option turned on. However,
I believe I have both of these things. The relevant line in my /etc/fstab is:

/dev/sda4 /mnt/zip vfat noauto,user,kudzu
0 0

What gives? Why am I still unable to mount as a non-root user? I have
the feeling I'm making a silly mistake, but I don't know what it is.
