In a sense, it's not really Debian's problem. If people are writing
scripts that are not multi-user, it's not necessarily Debian's job to
rewrite them in such a way that they become multi-user. There's nothing
wrong with filing a wishlist bug, but unless the Debian Developer is the
same as upstream, they're usually more concerned with packaging issues
and fixing bugs, while what you're really asking for is a whole new set
of functionality.

salonify has this same problem--you can install the Debian package, but
if you have multiple users on your site who want to use it, they each
need to install it in their home directory and customize the paths, etc.,
accordingly.
