[*BCM*] Grand Junction Path Action Item

As long as it also ends up serving the BRT at the end of the day, then this
is wonderful. So many rail paths that would otherwise contribute to public
transit are instead made into walking trails alone, and not contributing
wholly to the idea of getting rid of the car.

This fits in well with the Chelsea BRT green way expansion plan, too while
encouraging the MBTA to get on the ball with the rest of the urban ring,
eventually.
