This is correct.  You are required to give a real name/alias (ie a name that can be traced to you and is not being used for fraudulent purposes though it is not required to be the name on your birth certificate).  However the officer has to believe that you're giving a valid name.  Showing ID should be adequate to confirm your name to the officer.  Failure to show ID allows the officer to choose to not believe you.  If he doesn't believe you, you can be detained until your identity is confirmed.
