For things like double parked cars, you can do things like call in every
single one you see.  Use the non-emergency police phone number 
(617-349-3300 for Cambridge).  

For lots of other things you can complain to city hall.  Some of the city
councilors are very sensitive to bike issues.  Craig Kelley 
(craig at craigkelley.org) is actively looking for cyclists to come forward
and express their issues with regard to the city's bicycle facilities and
it's treatment of cyclists and regularly brings motions to the city in 
relation to this.

You can also say things to the bicycle committee.

The same thing can be said for lots of cities in the area.  Somerville,
medford and boston all have bicycle committees and bicycle policies.
